Senior Program Manager - Clinical Development and Clinical Studies  (long-term contract 2 year minimum)

Our client, a privately-owned Contract Research Organization (CRO) employing over six hundred staff worldwide with offices located in Rockville, MD, Frederick, Maryland, Vancouver, Canada and Bangalore, India, has a new opening supporting a new exciting initiative to cure Sickle Cell Disease.

The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership in research, training, and education to prevent and treat heart, lung, blood and sleep disorders. The NHLBI is convening a Cure Sickle Cell Disease Initiative (CSCI), aimed at finding innovative ways to support discovery and development of efficacious genetic therapeutic approaches and bring them to scale in clinical populations to accelerate finding curative treatments for Sickle Cell Disease (SCD). The NHLBI is working with the CRO Corporation to establish a Coordinating Center (CC) for the CSCI and to engage key staff of this initiative.

 

Primary Purpose of the Senior Program Manager

 

The Senior Program Manager position is a high impact, leadership role responsible for key elements of the CureSC program strategy and cross-functional execution. The Senior Program Manager will lead and manage the operations of the CureSCi, including overseeing the day-to-day activities and deliverables identified by NHLBI and/or the CC-CureSCi. The Senior Program Manager will serve as the operational liaison among the CureSCi, CC-CureSCi, members of the external scientific advisory committee and stakeholders. The Senior Program Manager will serve as co-chair of the CureSC Governance Committee in collaboration with the Scientific Director (SD) who will serve as the committee chair. The Senior Program Manager will oversee and monitor progress of CureSCi-funded scientific, outreach, and patient advocacy activities.  The Senior Program Manager will work together with the SD to oversee the execution of the CureSC strategic vision.  The Senior Program Manager will guide a team of diverse stakeholders to successfully execute the strategy.

The  SeniorProgram Manager, CSCI, reports to NHLBI and the Executive Director of the Cure Sickle Cell Initiative.

Responsibilities

  • Coordinates and helps lead the governing/operational committee which is responsible for day to day activities, initiatives, establishing and overseeing working groups, and reports to the CureSCi executive committee.
  • Implements the CureSCi strategy and goals and provides overall supervision and oversight in the scientific, technical, community outreach, and scientific administrative realms.
  • Oversees and monitors the CureSCi’s progress of the engagement of strategic partners, biotech firms, medical researchers, professional societies and federal agency partners.
  • Establishes and manages relationships and communication within the CureSCi.
  • Serves as a key point of contact for stakeholder engagement and relationships with the sickle cell disease community.
  • Works with SD to coordinate sickle cell disease translational research efforts with outside collaborators.
  • Coordinates the development of policies, data sharing, and material transfer agreements.
  • Monitors progress, risks and challenges associated with CureSCi funded activities.
  • Establishes milestones and other project goals, reviews progress of the projects, and makes recommendations on adjustments to the studies including cessation of any projects deemed non- viable.
  • Coordinates and collaborates on strategy and execution, meets regularly with the following positions or groups: NHLBI Director, Executive Director, CureSCi Executive Committee, SD and CC-CureSCi.
  • Interfaces regularly with the NHLBI staff for coordination and collaboration on strategy and execution.
 
Experience
  • PhD preferred; Master's Degree in a relevant field.
  • Ten (10) or more years of program management experience leading complex projects in scientific and/or medical research, with diverse and multiple stakeholders.
  • Demonstrated ability to set clear objectives and manage a team to execute those objectives.
  • Demonstrated history of delivering successful projects.
  • Knowledge and/or expertise providing strategic operational management and programmatic oversight including ability to drive new initiatives forward towards implementation.
  • Knowledge and understanding of scientific and regulatory terminology; understanding of cellular and genetic therapy is preferred.
  • Sickle Cell knowledge and/or related work history in sickle cell programs preferred, but not required.
  • Strong leadership and excellent presentation, verbal, and written communication skills.
  • Demonstrated history of selecting vendors and strategic partners.
  • Demonstrated ability to establish, grow, and effectively manage key business relationships within a diverse set of stakeholders.
  • Project Management Professional (PMP) certification or equivalent is preferred.
  • Up to 25-50 % primarily domestic travel, with majority of time in Bethesda, MD.
